The African Capacity Building Foundation (ACBF) is an independent development funding institution, established in 1991 through the joint efforts of the World Bank, the African Development Bank, the UNDP and a number of bilateral donors. The ACBF’s goal is to build capacity in key areas of the public sector in order to enhance their contribution to good governance and sustainable development. The ACBF has a number of specific objectives: to enhance public sector performance and effectiveness in Africa; to strengthen public-private sector/civil society interface; as well as to strengthen regional institutions in Africa. Irish Aid's goal in supporting the ACBF is to contribute to the reduction of Africa’s capacity deficit in a manner which is strategic and additional and complementary to the capacity building work undertaken in the Irish Aid bilateral aid programme. Irish Aid and the ACBF mutually benefit each other through their respective programmes. Ireland has been a member of the ACBF since 2001.
